Chaos or co-ordination? Food grains and the third world

This paper highlights the severe problems for less developed countries caused by sharp rises in grain prices. It argues that despite this autumn's record harvests, recent shortages indicate an acute and long-term problem. The paper calls for measures to protect developing countries from the effects of future shortages.
