In anticipation of the fifth United Nations Conference on Trade and Development (UNCTAD V), this briefing paper considers the growing debt problems of less developed countries (LDCs). The paper looks at the case for generalised debt relief, and examines specific UNCTAD proposals on official development assistance (ODA) debt relief for the poorest nations and methods of handling the commercial debt problems of the higher income LDCs.
