This Briefing Paper investigates the concept of Integrated Rural Development (IRD). It considers the background to IRD in development thinking; what it means to its main advocates; and its practical implications. The paper concludes that, in practice, IRD has looked far less convincing than the ideas which underpin it, particularly where the administrative implications of integrating all aspects of government services related to the rural sector have not been fully considered.
