Overseas students: Facts and policies

This Briefing Paper considers issues arising from the increasing number of overseas students (OSs) in British Institutions. The paper highlights key policy issues that, it argues, must now be tackled. It concludes that the present situation, particularly with regard to full fees, is profoundly unsatisfactory.
