This Briefing Paper sets out the background to the food crisis in sub-Saharan Africa (SSA), isolating the immediate and long term causes. The paper goes on to examine efforts made by governments and aid agencies to confront the structural problems facing agricultural production in SSA. It also seeks to explain why some apparently simple remedies do not provide real solutions or cannot be practically implemented.
