None of the present approaches have led to the sort of aid relationship between donors and recipient states that would offer the best chance of exploiting the full range of services that a developed country can offer as its contribution to the economic and social development of a poor country.
This book provides suggestions as to how such relationship should look. The approach presented is one that envisages the donor taking an active part in the recipient state's debate on development policies.
Some specific case studies, like the American aidstrategy in Tunisia, are discussed.
